Where did the VaS counter pack disappear to? I could have sworn I saw a counter pack advertised that would allow you to pretty much double the ship count from Vas.

They sold out. No official word on a reprint yet.

Considering VaS was originally just a free set of rules as an article in S&P, I'd say they did well...
