Using "Versatility"

How is this spell used? Can I do any skill or only one during the time that lasts? Is it only for skills of agility, or anyone as "oratory"?
If a have versatility-8, will I have all the skills with 80%? It cannot be so excessive!!!!

It says any Non Magic Skill (so yes Oratory, no to Runecasting or Manipulation, etc).

It certainly seems you may use the 80% for any and all skill checks for the duration. Yup, thats nice.

Note that Magnitude 8 spells are not the cheapest/easiest to come by. Many characters with Mag 8 spells will already be 80+ in thier primary skills.

Yes this one's a doozie, potentially more pokey than the much maligned Skybolt. Mind you it's kinda obvious if you read the physical description, so using it for Oratory to take your example, the audience could well look at the glowy lines coming out of the caster and think hmmm...

For the same reason I can't help but thinking it's a bit of a liability for stealth & sleight.

It depends on the GM of course, but even in a Magic-Rich campaign nobody is going to be pleased with anybody obviously using magic to manipulate them. In my games I class it as Common Assault, and the authorities / community take an exceedingly dim view of public magic use outside of temples/religious rites. (Even then it's obviously only okay for Cults they support/approve of, people are sooooo judgemental!)

The spell description is highly ambiguous. On a first reading it implies that you can use that 80% for all you're skill tests for the whole duration. On a second reading I noticed that it doesn't say "any skill tests", only "any skill test". That could be interpreted to mean any one skill test, or any rolls for a particular type of skill test.

I would say no because the rules state you need to learn an advanced skill before attempting it. If the GM rules that a task could default to a skill you do have with a penalty, you could offset all or part of that penalty with the Versatility bonus. Specialist skills such as Languages or Martial Arts is a definite no, though.
