Tie game in Campagin

Hi all! What happens if a campaign battle ends in a draw? I will use the ACTA scenario as an example but most of the scenarios apply here. Victory conditions are based on VP and game lasts 12 turns. Players A and B are fighting over system x. At the end of turn 12, both players have the exact same VPs. The game is thus a draw? Who gets the system?

1) If they were both fighting over the same neutral system, then neither? Or does the “attacker” get it in a draw?

2) If Player A was defending his system (controlled system x at the beginning of the turn and Player b attacked it), what happens to the system in a draw? Player A keeps it?

In case you don't want a draw or a default "Defender wins" situation;
A) Play Sudden Death, next VP gained wins the scenario.
B) Calculate who has the bigger fleet remaining on the table for the win.
