Telepaths

Have been trying to e-mail these questions but the computer is not cooperating. Finally managed to log in to site. So here is the questions for anyone to answer.

1. Jamming- Is it an area effect or do do have to aim for a particular person?
If it's an area; a) what is the size of the area, b) shape, c) where can you aim it, ie from end of range, with Telepath as round zero, anywhere in between?
2. Accidental scan, an occupational hazard, not a skill because the higher your skill (telepathy) the greater your chance of an "accident".
Why is Surface scan not available instead. The Episode Legacies(?) has the new young telepath being told by Talia Winters that she is not allowed to scan people and later on she does. This is not accidental scan and being told about it means that it must be fairly common to have it immediately.
3. Had a question about constitution but someone else answered that. Through sheer stupidity (or maybe braindeadness) I had forgotten that concentration s con based.
4. Any idea why the Minbari Grand Telepath has less telepath abilities than a normal telepath. 1/3 levels instead of 1/2.

1. Jamming is an area effect with a range of the radius of the max distance, i.e. a P12 has a max range of 880 ft. (which is strange since the rest of the game is in metric).
2. I agree that the chance of an Accidental Scan should not go up, it should go down instead. You are correct that Surface Scan should be a beginning skill. The whole rule system for Telepaths should be re-written.

4. Since they were never mentioned in the TV series, it does not have to make sense, they can just make it up as they go along...kind of like the rest of the Telepath rules.
