How does one increase ones P rating after initializing at 1st level?

You don't, generally. In the B5 universe, you're born with the level you have. Short of experimental treatments or First One technology, there's no way to increase your P=rating.
(Don't forget, you can choose to increase your rating by +6 at character creation if your first class is in Telepath.)

Also there are a few character options that can give you either an increased P rating or the ability to use powers as if you had an increased rating. I know the Minbari have one, I'm sure the Narn (pre sinclair/valin B4 timeline) have one (also should have some interesting hive mind powers from their descriptions).
There have been a few TV-show related boost to it.
- Earthforce Experiments (Earthforce fact book)
- Vorlon Enhancement (Darkness and Light)
- Ironheart (I'm sure its somewhere in the 1st Ed rule book)
Playing a Minbari could be a genetic throwback that bread true, not sure how to rule that one...
Playing a Narn could also be a genetic throwback (or released via the vorlons who have a habit of placing useful races in stasis)...
The Human could have gone through the same program as Jason Ironheart, or have been affected by some other ancient device...
Any of the other races could also have been hit with an artifact, or secretly modified by the vorlons for their last great war...
Basically it falls back on what the GM wants/allows to what you can do
Though I would love to see some of these things via a 2nd Ed conversion or release, which is why I posted it here
