Tamiya flourescent orange paint (MS-9)

I am a first time modeller who has embarked on a motorbike kit by Tamiya.
The bike in question has got flourescent orange wheels which are proving to be a nightmare to paint :? i just don't seem to be able to get the paint on properly,the white appears to show through even after several coats.
I have now had four attempts at spraying these wheels, :x and two cans of MS-9 Tamiya paint later am no further forward, :? can anybody with any experience help this distressed novice,is it as simple as using a primer!!!!!!!!? :x
 
I always use a primer, even if it's just white primer. As for the orange, it sounds like it's really thin. Maybe you should spray on some "normal" orange, and then go over that with the florescent color.

I had to learn the hard way about yellow paints, most are very thin, so you should paint a light grey or white under it.
