Suggested houserules for all 'moving shooting'

Well, to put paid to the other tiresome discussion, here is my take on moving and shooting:

Completing a shoot action before a move action, or after a move action is completed will not be penalised in any way shape or form.

ANY appropriately armed unit (subject to any requirements for the weapon to be readied) may execute a shoot action during a special move action (be that wheeled, tracked, winged, motorized flight, floating or hooved) at any point during their movement - but will suffer a reroll to their shooting as described for tanks moving and shooting in the rule book.
This is due to the inherent difficulty of shooting when in motion - be it on foot, out of a moving vehicle, or when flying a plane.
Indirect/artillery fire will deviate normally and will not be subject to a reroll - it is already inherently inaccurate.
 
Thats how we played it and it worked well.
The only problem we discovered is that completely stationary tanks do not get a bonus over those that have moved and shot. With infantry the disadvantage is that moving troops will lose a shoot action, not so with vehicles that can only fire once. Not sure if its a real problem or not though.
Our current thoughts are:
Stationary - no effect
Move/shoot - shoot/move - re-roll
Track/wheels etc - cannot shoot; if targeted, shooter has to re-roll.
