There's been a few discussions on this. You are right. Book 8 is where it first states about leaving Items in Safe Keeping but it is also the first book that states a limit of 12 Special Items - in theory you have no limits Books 1-7, if you did I'm sure the Black Sash from Bk5 wouldn't count towards your total limit for example. Losing your backpack in Bk7 is a massive problem - the +4CS Alether from Kalte used to be vital in the Kimah or Chaos Master battles, though now Bk 10 allows you to take Alether as starting equipment.
So according to the Books:
Gold Crowns can be left in Safe Keeping from Bk6 onwards (hidden in the Starting Equipment Rules when you pick a Random Number +10 Gold Crowns you are told excess coins can be left at the monastery).
Special Items (and I guess Backpack Items & Weapons) can be put in Safe Keeping Bk8 onwards, where the Special Item limit comes into play: I assume Joe originally intended Special Items to be both Rewards (such as armour) and (mainly) Mission Items that you HAD to have/you couldn't discard them if you had too many as it would ruin the story (e.g. some Keys are Backpack, others Special). Then as the series continued logic dictated that there would need to be some physical limit, else you could have Chainmail from Bk4, Padded Leather from Bk3, 4 Shields from 2, 4, 5 & 7, Bk2's Sommerswerd, 6 Jewelled Maces from Bk5, Bk 4's Dagger of Vashna... "Paido, old chum - would you mind carrying Adamas' Pass? I seem to have my arms full right now!".
There is nothing to say you cannot entrust equipment with the King, Banedon, D'VAl, etc. Bks1-7. After all in Mongoose's Flight From the Dark you can now acquire the Iron Pearl Broadsword or Kai Master's Weapon +1CS (all except Short Sword). It is perfectly reasonable to ask the King to safeguard these last remnants of the First Kai Order. Do whatever feels right and adds to your enjoyment of the game.
