So based on the text;

A vehicle can have its Speed decreased by one Speed band. Each time this is done, it gains 1 Space for every full 10 Spaces it started with, and has its Cost per Space reduced by 10%.

So if a vehicle starts with less than 10 spaces can it at least reduce by one band or does it require 10 to do the reduction?

Same for the fuel reduction. Do they need to start with 10 spaces minimum or can any vehicle do this once even with less than 10 spaces?
 
No, it cannot benefit from the Space reduction, though it will be cheaper (this is why we put 'full' 10 Spaces).
 
Then I believe we need to discuss the speed bands from the TL table then. If you want to create a vehicle that is at a lower speed band, there needs to be a way to do so. I understand you were trying to address the silliness that was already discussed in another thread, but at the same time, I do not see how a Quad, for example, should be allowed to do off road at 200 klm/hr just because it is a TL5 open vehicle that is less then 10 spaces. The real Quads max out around 80 klm/hr.

Yes, I know we can GM handwave it to a lower speed band, but I believe this is something that could be fixed simply by including something in the process. One possible fix is to set the lowest speed band in the TL chart and then allow speed increases using the existing speed increase found in the customization section.

Another option to fix is to fix the wording of the entry to something like:

A vehicle can have its Speed decreased by one Speed band. Each time this is done, it gains 1 Space for every full 10 Spaces it started with, and has its Cost per Space reduced by 10%. Any vehicle with less than 10 spaces can only do this once and does not gain the extra space but does lower the cost per space by 10%.

This would then reflect the fact that a smaller vehicle does not recover enough "space" to gain one back.
 
With respect to the Quad, why not apply the speed decrease a couple of times and take the cost reduction? You don't get the Spaces back but, at the end of the day, you do get a Quad...

Because based on the rule as it is written now, I can't even take a speed reduction once. A quad would be two or three spaces max. Way short of the 10 spaces required to take even one speed reduction. :(

I have no issue if we re-write the rule to say a speed reduction can be done once for a lower space vehicle without it gaining spaces back, but that is not an option with the rule as written. That is why I suggested the additional line "Any vehicle with less than 10 spaces can only do this once and does not gain the extra space but does lower the cost per space by 10%. ". be added or something similar.

Like I said, I could hand wave it but it would be better if the rules worked it out.


EDIT: I just realized by your response I might be misreading the new rule. Did you mean for it to say:

A vehicle can have its Speed decreased by one Speed band. Each time this is done, its Cost per Space reduced by 10%. Additionally, it gains 1 Space for every full 10 Spaces it started with. Thus the 10 space restriction is only for the receiving of an additional space? If so, I would suggest the rule be edited to be clear that was the intent.

As the rules stands that is a rule I am going to totally ignore.... Not afraids of a little bit of ancillary rounding...
