Spawn of Dagoth Hill

A question about the Spawn of Dagoth Hill template.

It says that you reduce the Fate Points by -2. Is this in place of other modifiers or in addition to ? For example, If I have a Kothian Spawn O.D.H. , do I have 1 or 2 Fate points ? Kothians, being Hyborians, have 1 additional Fate Point to start with, for a total of 4. If the Spawn template overrides the Hyborian modifier, I have 1 Fate point. If the Spawn template is in addition to the Hyborian moifier, I have 2 Fate Points.

You apply the template as modifier to the base creature so the -2 Fate Points stacks with any other modifiers to Fate Points the character might have.
