Been running some numbers on my computer. The chances of a character having those characteristics for that age are around 16000:1. So either the dice were extremely lucky, or they were fudged with. I'm guessing the NPC is a power-gamer.
 
Presumption of GIGO, if he is doing the chance of a roll of 13 on a 2d6. If Styrr was munchkined, why take the 13's at all, 12 is the same bonus. Nonsense.

It's a game - an avenue for enjoyment. Most people when role-playing (at least most that I have interacted with over the decades), enjoy immersing themselves and playing characters they have a modicum of control creating. Sure some people enjoy playing a totally random line cook-draftee-pirate-taxi driver... others dont! Whether there is a 16000:1 odds or the guy doesnt' have a single stat above 8, it doesn't matter. As long as you're enjoying the game, and its not at the cost of others' enjoyment (that includes the GM) then go ahead and have a blast.

I do what several others here do, I allow players to roll any dice in career advancement first, then pick their table. Way more realistic and immersive rather than ending up with a veteran pilot who somehow has comms , astrogation , carouse, atheletics zero-G at 2s and 3s and END 13 meanwhile they're stuck with piloting, gunner at 1s or even 0s after 4 terms, during which he spent years upon years fighting in border skirmishes with the Zhodani!

Dragoner - love the character. I may even completely rip-him off as an antagonist.

For the Spinward Marches, his home world can be changed to Sacnoth.

I too have a tendency to let things be in the players favor: roll three sets of stats and pick the best stat, or to roll for skill and then pick the table, small things that let the character more fit the idea of what the player wants them to be. This guy, his original stat rolls did have two 11's, which is lucky, but not extraordinarily so, and the two +1 rolls were lucky and unlucky at the same time, as the second one didn't give anything better than the first.
