add some more damage and crew - don't know tonnage (estimated 70,000, and probably another 200 total crew for the 4th turret.
maybe some more AA, secondary's were the same
drop speed to 5, turning 1

I think it was programmed to be a run of 6.

I curious how you justify a 3-fold increase in secondary AD? all the planning sketches I've seen has it with the same 5" gun layout as an Iowa, 5 twin turrets per side...

I really think that the Montana ought to have a special armor rule. According to what I've read, it was the ONLY ship to ever be armored heavily enough to resist its own guns - which were amongst the most pwoerful ever mounted!

How about this rule:

Tough: Rolls to confirm criticals against this ship are at -1. Secondary weapons may not inflict critical hits on this ship.

I don't think so. I think some cruisers have secondary weapons that are their primary armament and are not weak. Could be wrong though.
You are wrong; all Secondary Weapons currently in the game are Weak.

There is one ship... The Japanese Nagara-class cruiser in the printed VaS rulebook that has non weak secondaries.

If so its probably a misprint - she was only armed with 5.5" guns which are definitely in the "weak" category.
