If a player already has a skill, can he increase it one level with the skills in the Skill Packages? I think it's meant to be level-1 skills, if you already have it at one of better, you don't gain anything. Am I right in this?

... Skills can be listed with or without an associated level. If no rank is listed, then you gain that skill at level 1 if you do not have it already, or increases its level by +1 if you are already trained in that eld. If a rank is listed, then you gain the skill at that level so long as it is higher than your current level in that skill.
I read your quote from page 16 and it's referring to the career tables so I wasn't sure it applied to the skill packages on page 48.
