Just wanted to know if they can be used just as if they were printed in a fleet book or supplement i.e take to a tourny or play without telling your opponent :?:

I think the Sagg was marked as official, not too sure about the others (the Drazi)

At a tournament, ask the organizer beforehand. Usually, no (except Sagittarius changes).
In campaign you should ask the campaign manager or discuss it with the group.
In a one-off friendly game, its common ccourtesy to clarify beforehand, rather than trying to pull a swift one on your friend.

Well, both articles say that the ships can be considered official updates to the rules, so I´d say yes, they´re not only "legal" but also the definite up-to-date rule of each ship!

Matt has said if the article says it's official, it is, if it doesn't it isn't.

I hadn't noticed the Drazi one was official, I should have added it to my Ship viewer for tomorrow, ah well.
