It is a MS Word template. The easiest way to activate it is to right click on it and select new from the pop up list.
You must, of course, have MS Word installed (Version 2000) and later. You may get a message warning about viruses when it opens, you can ignore this as it is default MS behaviour when opening a document that contains macros. There will be a newer version coming out when I get the time to update some of the stats and add a few new features.
