Rules Question - High Mark of the Marksman

I am somewhat confused by this ability, and was wondering if I was missing something important.

The ability, in the LWMG book Book of the Magnakai says that under certain conditions if you get a '0' as your random number in combat it will be treated as a '5' (or a '6' if you have the High Mark of the Archer), and my question is why anyone would want that to happen. From what I can tell, a '0' on a combat action is the best result you can get, so what is the benefit of having it become a 5?

Anyone?
 
In archery contests and other non-combat situations, a 0 on the Random Number Table is treated as a 0. Thus, the High Mark makes you a better archer even when you are out of combat.
