Riding bonus

My players have been discussing about the bonus while a character is riding a horse. A character can not have a percentage with a weapon higher than the ride skill. But a warrior can add +20 when he is fighting against a foe on the ground. If a warrior has 60% with Riding and 50% with the sword, what percentage should take him? 60 (limited) or 70 (presuming that he has limited his skill, not the final percentage)?
 
I think the logic is you'd add the height advantage bonus and go to 70% for hitting a foe on the ground - which if it seems counter-intuitive because it exceeds the Riding skill, should be compared to the chance to hit a target who is on the same level - either mounted or standing on a box :) .

Having said that, do people house-rule mounted combat much? I have to say I have not for simplicity's sake, but would advocate the application of difficulty as well (say -25 or half chance for fighting on horseback, still capped at ride skill). A character could get specific training - either a catch-all mounted combat skill - an Advanced Skill unless you are a nomad or a noble - which replaces riding as the limit, or specific combat skills (mounted lance, 1H mounted melee weapon and mounted archery for example). More realistic IMO, but adds yet more skills etc to keep track of.

Most games systems that use "limiters" to skills typically have the cap applied to the core skill (or for some systems to the "personal skill" factors that are in addition to the "basic" skill chance), with situational modifiers being applied on top (such as the height advantage due to being mounted in your example).

Obviously some common-sense is required, but that seems to be the method that nearly all RPGs that use limiters envision for their implementation.

I play RuneQuest using the same logic (but utilising my limited common-sense, of course).
 
Personnally, I'd use this rule in the following way :

If your riding skill is lower than your sword skill, use riding skill instead of sword skill as your base percentage. Then, apply modifiers to the riding skill.
