Just keep supression in mind if you're using those rules - If you choose not to react and then get supressed in a subsequent action your only option will be to move. It's all about timing
To be clear, you only get to react after the enemy has completed an action within reaction range, or completed a shoot action targeting the unit. So you get to choose if you react or not, but not when during their action. For example, if an enemy vehicle darts between two buildings, you can react to shoot them while they are in the open only if they finish an action there.
