Question: Traveller Companion

Great book, by the way. Really a nice bunch of additions to hoary old Traveller.

Quick question: In the Traveller Companion, page 21, there is a section called "Finalising the Traveller" and a subsection called "Traveller Skills" which says to chose two paired skills at level 1 and also a chart of mustering out benefits. When are these used? I'm confused as to their applicability as the packages already seem complete.

When I read it, I interpreted it as those would be used if no skill package was used by the group - common when creating NPCs.
