Question about Battlefield Evo

I was looking at the release schedule for Battlefield and I see that the rules are coming out in March, and the figs start coming out in Jan??? Is this correct!?!?!? How can you put out figs for a game that has no rules? Or I am just confused and mistaken???? Please help.

The boxes of BF:Ev figures come with quick start rules.
