Post Career Education Level 0 skills

Does one need to learn a new skill at level 0 before training level 1 or can they go straight from unskilled to level 1?

I'm not asking for personal preferences.
Is it clear somewhere in the rules? Please give a reference.
Is it your interpretation? If so, please describe how you made this conclusion - with references to the rules.

For me, I do not see a clear rule regarding this.

I see page 51, within the Training rules, a mention of training for a level 0 skill. One might conclude this means you need to train level 0 in a skill before level 1.

However, from chargen we know that other than background and basic training, most skills are acquired starting at level 1. The mention of level 0 in training is still valid as someone could hit their INT EDU max and can only gain skills at level 0 now.

I read it as though you learn new skills you don't have yet starting at level 0. I assume that one could put more effort and time (and fast-forward) to jump right to adding the level of skill they want.

For Training specifically, you need level 0 first.

Maybe it's just me, but perhaps this could be made clearer in the rules.
