Does one need to learn a new skill at level 0 before training level 1 or can they go straight from unskilled to level 1?
I'm not asking for personal preferences.
Is it clear somewhere in the rules? Please give a reference.

For me, I do not see a clear rule regarding this.
I see page 51, within the Training rules, a mention of training for a level 0 skill. One might conclude this means you need to train level 0 in a skill before level 1.
However, from chargen we know that other than background and basic training, most skills are acquired starting at level 1. The mention of level 0 in training is still valid as someone could hit their INT EDU max and can only gain skills at level 0 now.
