I'm at the office right now so and don't have the new rules handy... one of my players just asked if he could use a point buy system to buy his stats instead of randomly roll them.
I know there was a point-buy sytem in MgT1... Does MgT2 allow it as well? I don't recall seeing it, not yet anyway.

Point Allocation
Instead of rolling on the career tables, you can buy a character’s characteristics and skills using points.

Benefifit Rolls cost two points each. A character may only buy two benefit rolls per term.

Point Allocation characters do not receive background skills or roll on the Events tables, but may still benefit from the Connections rule by deciding on a backstory that includes other player characters.

The number of points available varies depending on how powerful the Referee intends the characters to be:

  • One Term: 24 points, minimum 10 points spent on characteristics.
    Two Terms: 30 points, minimum 12 points spent on characteristics.
    Three Terms: 35 points, minimum 14 points spent on characteristics.
    Four Terms: 40 points, minimum 16 points spent on characteristics.
    Per term thereafter: +10 points.
 
I included what I think is a pretty good set of point buy chargen rules in Mindjammer: Traveller, and they could be adapted for use in standard Traveller.

I'd go with here's a pool of 45 points, stats cost 1 pt per point of stats up to 8 points and 2 points per point of stats for higher stats, you maximum (before species modifications) is 12, and your minimum is 2.

This gives you options like:
5 7s & 1 9
3 5s, 1 6, & 2 10s

If you want to be stricter, you could lower the total pool to 43, and get options like:

5 7s & 1 8
3 5s, 1 6, 1 9 & 1 10
 
All characteristics start at 2.
Select the 'power level' you want the character to have for their stats.
Normal - 30 points
Cinematic - 36 points
Heroic - 42 points
Mary Sue - 48 points

No characteristic may initially be lower than 2 or higher than 12.
