If you Google Stargen program you'll find the downloadable version. I couldn't get it to work on Vista or "7" but should work on older OS's like XP.

No need to web search; there's a link at the bottom of http://fast-times.eldacur.com/cgi-bin/StarGen.pl, "This page was created by StarGen" - if you open the link on the word 'StarGen', it'll take you to a page about the program, and at the bottom of THAT page, http://www.eldacur.com/~brons/NerdCorner/StarGen/StarGen.html, you'll be able to download source, or executables for Windows/DOS and Mac OS X PPC.
