Yes.
Refreshingly, RuneQuest has always made no difference between PCs and NPCs as humans or other species, and that ethos has come over into MRQ. It may mean that starting non-human characters are more effective than humans.

Or the way of Glorantha, Lankhmar, etc, etc :wink:
If you really need balance then the non-humans with traits could be given less skill points at the start.
