No bases in my Judge Dredd Starter box set

Hello there are no bases in the starer box set I purchased from Good Games Canberra, Australia for my miniatures, I assumed a miniature game would come with bases for the figures, can you send me replacement bases or do I need to return it to the place of purchase? Of course this assumes the starter set is supposed to have bases, but if it does not my mind boggles.
