Gardor Vehz is called "Chief Druid of Malis Mound", and while we have no idea what Malis Mound is, Druid implies Cener Druid... I'd say he could easily be one of the Ceners sent out from Ruel to stir up evil.
Malis Mound is the evil druid temple you discover in Flight from the Dark. These druids are the ones responsible for the Ruins at Raumas never being restored. There is more on this subject elsewhere, but yes, they are a distant offshoot of the Ceners.
