You can try sec2pdf, from http://dotclue.org/t20 - it's a perl program that takes UWP input and outputs it as a map. It's not the easiest thing to use if you want to modify bits though.

Galatic2.4c Will get you started for free, it is a dos only program so you may need to pick up DosBox. Note both of these are free.

And there is a yahoo group for Galactic which the author hangs out on.
