I did it for the Third Age for central genertela.
In the end, the best way to do it, by far, is to use the maps in Genertela:Crucible of the Hero Wars as a base. This works because they are all reasonably internally consistent and can be photocopied and resized to allow them to be taped together.
Then get as many of the original RQ/Gloranthan maps as you can and work out the corresponding scales. The best way to do this is to take several city-pairs from two sets of maps, work out how far they are from each other and then take an average. Enlarge/reduce the maps to get the scale indicated by the average and superimpose it on the earlier map. This gives you a lot of detail.
Finally, draw your map on top of the earlier maps to get an idea of where things should be.
The Lunar Empire Map on the Issaries website looks very pretty but does not corespond to the earlier maps of Glorantha. When I asked the person who compiled the map, he basically said that they made m ost of it up. So, I wouldn't base anything on that map apart from where it has new things that don't appear on other maps.
In my experience, the maps that are most consistent are:
Dragon Pass/Nomad Gods/Griffin Mountain (2nd edition) - this gives a good feel for Prax/Dragon Pass/Northern Tarsh
Dagori Inkarth (Trollpak)
Holy Country Map (RQ Companion, but there are also online examples that agree with that base map)
The Map of the Lunar Empire from Wyrms Footnotes etc.
Sartar/Prax map from RQ2 Rulebook
Any other maps

I'll try and get mty last remaining copy of the Central Genertela map scanned in and made available online. It's not very artistic, but I am fairly sure the scales and proportions are right and would work as a base.
As for Second Age, I couldn't really help/comment on that as there are not enough maps for the time period. I supose Third Age maps should give clues about what is there, but they fall over when looking at cities and a lot of minor terrain features.
