Do, Narn Ionic Bursts effect the scout trait?

Burger, since when have you been a "Rules Master". If you read the description, it says

By agitating the plasma of an energy
mine while it charges, the explosion can
be devastating to an enemy’s command
and control systems, throwing bridge
crew and engineers into chaos for
crucial moments. Some Narn Captains
have learnt to cleverly time these blasts
to gain a massive advantage on their
quarry, allowing them to swing their
ships round in a hard turn to bring
boresight weapons to bear or maintain
lock-ons to increase the effects of their
salvoes while the enemy is powerless to
resist.

Surely this would include Scout, since the crew hampered?

Anyway, this is a rulesmaster question

Thats fluff text. The actual rules clearly say:

The ionic burst gains the Weak trait but any enemy ship under its area while (sic) be unable to perform any special actions in its next turn and have the effects of any existing special actions negated

And yes rulesmasters is for rules clarifications, which this is. You didn't state "official answers only please"

I know it says that, but the point is; how can a ship be in complete disorder, and only one system runs obliviously. Every other system is fritzed and this still running. It makes no sense, its like having an EMP go off. Your cars stops working, but your Tom-Tom is still running. In fact, IMHO it should be more susceptable.

While I know you're looking for official answers only, you're trying to base rules mechanics on fluff text. It doesn't matter how the ionic mine is described as working, because the description is just there to add flavour.
