INT Skill Points - Please Check My Math

OK, I want to make sure I'm doing this correctly. With the minimums and special rules for buying cross-classed skills, I question myself.

A 1st level Barbarian character with INT 17 gets 28 skill points, right?

(4 + 3) x 4 = 28

12 of those points (the ones from the INT bonus) can be used to buy cross-class skills or in-class at one point a pop. The other 16 points can be used to by in-class skills at a point a pop and cross-class skills at two points a pop.

Correct?

Now, let's look at a character with a low intelligence. Another 1st level Barbarian has INT 8. He gets 12 points for skills, yes?

(4 - 1 ) x 4 = 12

And of these points, all 12 can be spent on in-class skills at one point a pop or cross-class skills at two points a pop. He can buy no cross-class skills at a single point a pop because he has a negative INT modifier.

I've got the right of this, yes?
