How Do You Learn a Runespell?

I've been looking at the SRD and RQ rulebook and I can't find how you actually learn a Runespell.

Do you go to someone who has the spell and they can teach it to you?

Do you learn the spell automatically when integrating the rune?

Do you just learn the spell from thin air, as it were?

What about cult Runespells? Do you learn them at a Temple? From a priest who knows the spell? From the deity itself?

Perhaps someone who has read the rules better than I have could point me in the right direction.

I was wondering how are new spells created?
Do you need to master a rune to create a runespell?
Once created can you teach it?

Page 64 of the Core rules has a section on learning spells. It just says you must find a suitable teacher and then has a chart for Cost and Time based on Magnitude.

The chart is on the second page of the masgic chapter of the SRD.

Yep, but what is the rationale behind where the spells come from, rather than the skewed game costs?

And what's a suitable teacher? Someone who is good at Athletics?

It doesn't say you have to know the spell or even have a skill in the Runecasting.
