It seems to me that most people just run pure combat scenarios, so there might not be as much interest in new scenarios, but these are a few that I have written. while I have yet to try any of them with an opponent, I had fun writing them.
Scenarios where the goal is the destruction of the enemy fleet, while fun, I find to be lacking. I generally want my games to be doing something. As such my scenarios generally have a distinct goal that does not necessitate fighting, they are more of a reason to be fighting.
Hunting for the winged horse:
The goal is to search a massive asteroid field to find the 'target' and then to tow it home.

there are rule for towing, why not use them!
the exact amount of information needed for a chance of finding the 'target' is just a guess at what would be a good number, and as the Federation won the episode im not overly concerned about them having higher numbers of Labs.

This was my first try in which combat discouraged from being the main goal.
Freighter Escort:
there is a convoy of valuable stuff in freighters over here, the defender has it, everybody wants it somewhere else.

so many civilian ships so i wanted to use some, freighters seemed a natural thing to escort. along with "Hunting for the winged horse" this is my favorite.
Medical Run:
many episodes of ST are essentially peaceful, and revolve around a disaster of some sort, go fetch the stuff you need to solve the problem. be careful some old empire left a powerful police space station in the area that will punish aggressors.

in this scenario i was contemplating how to de-incentivize direct fighting while still making it an option. Im not quite happy with it, but until i find something better this is what i have.
