A few years ago there were a series of anthologies from many authors based in Hell. "Heroes in Hell" by I think Janet Morris, can't recall.
The basic idea being all these peoples ended up in hell. Its not a nice place, but at the same time, there's not a lot to do so... might as well build kingdoms. With far too many dictators, generals and armies, well there's gonna be war. Oh and there's demons around messing things up too but humans outnumber them. Filled with humour, horror and war it was a great read and I think went to 10 books in the end.
Could this be developed into an RPG or even a mini's type game? Nothing like being a Roman general in Hell in charge of ECW troopers and tanks with Roman style discipline and tactics etc. Plus, you can be whatever figure from history you want, how can THAT not be attractive?
Plus, and I can't stress this enough, I don't think this has been done before, which makes it new, which is the kind of thing that gets people talking etc.
