Using dredd as an example again, if a talent adds to stats ( in this case, academy star) is it already in his stats?

so dredd has 22 hits, but with the academy star is it 23??

The additional hit is already included in Dredd's stats, as a level 20 hero he would normally have 21 hits and Academy Star takes it to 22. The same should apply to any other talent that increases stats.
