Can the likes of dredd ride a lawmaster?
He has talents that suggest he can but no option or points to take one?

Any model fielded as part of a Justice Department force can ride a Lawmaster (except a riot judge). This would include Dredd. The rules for this are in the vehicles section, rather than being reproduced for every individual applicable hero and minion.
