The rulebook entry for the HARM Missle is as follows:
HARM Missile
Intended for use against the Minbari but passing through the development phase far too slowly to influence that war, the HARM missile specifically targets enemy sensor systems, rendering them temporarily blind with a burst of electromagnetic interference.
If a HARM missile successfully hits a target, it will deal no damage. Instead, it forces the enemy crew to make a Crew Quality check with a target of 10. If they do not succeed, they fail to overcome the effect of the electromagnetic burst from the missile. This ship will count every target it attacks as having Stealth 3+ until the end of the next turn. The effects of multiple HARM attacks on a single ship are not cumulative.

Does this operate like normal stealth? How does it work when other ships fire on a ship before the HARM affected ship fires on it since the stealth effect is generating from the firing ship and not the targeted ship? Does it adjust up or down by range like normal stealth or is it always a flat 3+ stealth?

For simplicity's sake I would say use it like normal stealth. Just because your own scanners are playing merry hell due to the EMP pulse it doesn't mean that another ship can't transmit targetting information to you, likewise closing range would be handy if your sensors are playing up. Conversely if the Earth Force ship is lobbing HARM missiles at you from inside an asteroid field he is going to be that much harder to track down.
