--given that The Computer has set up Alpha State as an experiment, I would assume unregistered mutations there are still illegal, because The Computer would regard unregistered mutations as so obvious a threat to good order that anyone, even misguided traitorous Communists, would certainly outlaw them. I mean, that just make sense. Ahem.
