First time playing have a few questions

So first questions with stats the max an Unaugmented human can go is 15 but with augments it is possible to get a stat with 18 is there any point in getting a stat above 15 or is it possible to get a +4 DM. Second with the WorkShop in Highguard it says it can be used to repair and fabricate parts what parts can I fabricate? my character has Science Cybernetics 1 and medic does this mean I can make Cybernetics and install them? Is there a parts cost or something? Thanks for you answers everybody.

Yes it's possible to get a higher DM for a stat.

The workshop is primarily used to fabricate/repair parts needed to fix ships and the like. But isn't restricted to that. A workshop with the proper equipment would be able to fabricate other types of parts. Science (Cybernetics) would allow you to understand and perhaps make some minor repairs but probably not manufacture your own. Though the extent of anything is only limited by whatever one can agree on with the referee and the rest of the group (if any).

Looking at the characteristic modifiers table on page 8 it only goes up to 15 so how do you tell what the Dice modifier is for stats higher than 15 thanks.

Just use the same progression.

15 - 17 +3
18 - 20 +4
 
<Brutal Realism> For making prototype cybernetics, you’re probably going to need a clean-room grade machine shop (with its own completely separate Life-Support unit and which would require specialized Vacc Suits for entry), an electronics workshop, and probably even a biology lab. The machine shop is going to need some biology compatible raw materials to be machined. Given these requirements, an existing Ship’s Workshop won’t do. </Brutal Realism>

<Reasonable Playability Limits> A nice GM might let you get away with temporarily encasing the entire Ship’s Workshop with a medical tent and giving it a thorough cleanup for stray hazardous microscopic particles, and using a specialized filter on the air supply hose to block the stray particles that would prevent your prototype from being medical-grade clean. Raw materials would still have to be biology compatible. The electronics “printer” would be the size of a large Microwave, and the Biology Lab would take up at least half a dTon. </Reasonable Playability Limits>
