(Elric) Horn of Fate

So the Horn of Fate is mentioned a few times in the Timeline section of Elric, but other than blowing it causes the end of the world and it's on another plane there doesnt seem to be much of a description of it, it's history, creator or other powers. What's the skinny on it? Can anyone blow it or just a Champion of Balance?

Also is it related to the horns that apparently wake dragons? I've got this idea in my head that the Horn of Fate ends existence because blowing it wakes the First Phoorn who is dreaming this world into existence. When the dragon sleeps again then the next cycle of existence starts.

Many of the magical treasures Moorcock puts into his books are one-shot plot devices with no history or purpose beyond what's needed for a particular story. The Horn of Fate is one such maguffin. It appears in 'Stormbringer', is, indeed, Roland's Horn, and, when blown, doesn't just usher in a new cycle of time, it usher's in our cycle of time, creating a completely new world with new geography and a new pantheon of gods.

There is mention in several tales of dragons being woken by horns, but the Horn of Fate isn't one of them. But, Your Elric May Vary, so if you want the Horn of Fate summoning the end of the world because it resets a dragon's dream, then go for it.
 
Wasn't the horn of fate in Stormbringer used 3 times?

1: to wake the Dragons of Imryrr for the final battles.
2: to open a channel to allow the lords of law through to fight the lords of Chaos
3: To signal the destructing of the Young kingdoms world and the ceation of our world.
