Effects of recoil on initiative

I'd appreciate some advise on the effects of recoil in combat as I'm not sure if I've been handling it correctly.

If we take the following example of a character who's initiative roll is 8. On round one, he fires a shotgun on his action (recoil of 2) and due to his poor strength, his initiative drops to 6 next turn.

On round two, he now acts on 6 when he fires again. I assume that this will drop his initiative to 4 the following turn and that this will keep on happening if he shoots every turn.

This also raises the point that if he fires every round (and doesn't run out of ammo first) his initiative will eventually turn negative?

Is this correct or have I misinterpreted the rules
 
No, his initiative would still be at 6.

On page 60 under combatsection it clearly states:
"Any changes affect your initiative for one round only - either the current round if you have yet to act or the following round if you have acted allready"

However would he do a reaction, his intiative would be lowered another -2 for each reaction he is doing with the same rule as stated above.
