(Dredd) Enlighten me on vehicles.

So, my dredd has roster has officially hit the point where can I add a pat wagon or a riot wagon.

But, I'm a little foggy on what the armor values represent mechanically. Sadly, block war makes no mention of what it does.

Could someone please enlighten me.
