You can make excellent maps with a normal graphics program like Photoshop, Paint Shop Pro or Gimp (free!). It has the disadvantage that you don't have the big libraries of map-elements, but you can find a lot of stuff on the net and you can use these programs for other things, too.

Graph paper because I absolutely positively STINK at using map software.

CC3 and Cosmo were my worst RPG related purchases ever . Not because they don't do the job but because I don't have the talent.
 
Autorealm is free and already has a few sci-fi and traveller icons, but it has a few quirks that annoy me and might drive away a new user.

The Bat in the Attic blog just did a post on a free vector drawing program (similar to adobe illustrator or corel draw) called inkscape that you might want to look into as well.
