I think that is the name of the feat that comes in one of the books of Shadizar: City of Wikedness. Obviously I don't have the book here, but quoting from memory, one of the effects says:
It denies the use of feats or abilities that improve defense value, or something like that.
Now, those abilities I would say refer to special abilities like mobility and the like of the character classes special abilities. The question is because in our last game session the point came about whether it refered to special abilities or character abilities like strenght, dexterity and even charisma, which grant bonuses to DV.
