But above all, you should have a signed agreement to abide to the conditions of the old RuneQuest logo license, sent to you back in 2007, lying somewhere in the Mongoose offices. I am hardly a stranger to you, Mr. Sprange.

I think the "Desperately" was a joking reference to "Desperately seeking Susan," a Madonna movie from the 80s/90's.

Maybe I'm wrong, but that's what jumped into my head.

As for "Somewhere in the EU", during the last 30 days I was in France, Belgium, Latvia, Germany and Italy. I missed the Netherlands by less than 20 km when taking off from Weeze. So...
