CSC: Item Numbers & Stacking Body Armour

First question:
All items in the CSC are paired with a 7-digit item number (ie. 01/84352.) While the prefix number is clearly associated with the collection the equipment is found in, the remaining 5 numbers seem to be completely random. I think the idea of a sku for each item could be really helpful for understanding the item's stats, similar to a UWP or UPP, but only if we understand what the numbers actually mean. Is there an explanation of this number somewhere that I missed?

Second question:
Cloth Armor:
"At TL12, a thin type of cloth armour becomes available that is light enough that it can be worn under other types of armour, adding its protection." CSC pg.11

Diplo Vest
"Essentially a shirt-only version of the protec suit, the diplo vest can be worn under a normal shirt. The advantage is that while a protec suit is easily spotted, a diplo vest is completely concealed. It is ideal for sensitive occasions where armour is not appropriate, hence the term 'diplo' (diplomatic) vest."

The question is, are there limits to the 'other types of armour' the TL12 Cloth can be worn under, or could one wear a TL12 Cloth under a Diplo Vest gaining a total of +7 armour while also being completely concealed?

I would also be interested to hear suggestions on other practical armour combos.

The numbers mean nothing. The book is described as a a catalog, and catalogs give items numbers as a way to facilitate ordering items. IT is just a bit of fun to make the book more like an actual catalog.

Cloth is great, but it is not that discreet. It's still a full-body suit.

Cloth works great as underwear to any good armour or vacc suit.

I use it as standard military fatigues

I also allow TL 12 cloth as a lining to a bespoke suit. For a hefty price of course. The Diplo Vest seems more like the armor sometimes worn by modern-day politicians, diplomats, etc for discreet protection. I guess you could stack both under a vacc suit or combat armor but as a GM I don't think I'd allow it. Especially in combination w/ a pressure sleeve. Too many layers.
