This is how I felt. Because of the TL needed, I figured it might be a fun one-off for an adventure or maybe an NPC's ship that shows up once in a while. While I agree, I can see this being used more in ships than anywhere else, I am unsure I would move it and not leave an option for other uses. For example, I could see this being added to a house.
