Combat and Movement

If I understand this correctly a Movement does not use up a Combat Action unless that character moves up to their total movement rate. So for example a human could move up to 7 meters on their turn and make an attack all in their 1 combat action?

Or is it that the human could only move up to 8 meters for the whole combat round unless they devoted a Combat Action only for Movement?

This is correct - as long as he only moves 8 meters in the whole round. So after making that 7 meter move and an attack, all further combat actions in that round can at maximum bring him 1 meter away.
Unless of course he does nothing but move (sprint for instance).

Exactly what Dan said.

As a tactical note, it is sometimes an unsound advantage to attack someone with greater reach than yourself if you do not have left-over movement, since they can use the knockback manoeuvre to knock you out of your range and keep engaging to their own range when attacking. Making it impossible to fight back without getting defensive combat manoeuvres.
 
Thanks Dan True and Mixster, this clarifies a lot.

I might be GMing a game with a new group of friends who have never RPGed before and know nothing of RuneQuest. My previous group has played many sessions and they did not like MRQs combat system at all, but that was when we didn't understand the movement rules. We eventually used a modified system that they liked better.

My new group may learn to like the RAW. How long are your combats, in game time, and real time?

In gametime my combats are sometimes last 1-2 rounds. But that is because Mixster gives everyone a million CA with his damned Sorcery. Without enhance(pow) & enhance(int), they would take 3-4 combat rounds.

In realtime, they usually take 15-30 minutes. Depends a lot on the nature of the foe and the number of them.
