I've set out a proposed action that develops the movement / engaging actions. It seems sensible that people would attempt to get some benefit when closing to attack, which their opponent may want to prevent.

Combat Action: Manoeuvre for position
An adventurer may spend a CA to engage an opponent while positioning themselves to exploit any local terrain, such as higher ground, more stable footing etc. This action cannot be used if no suitable terrain or circumstances are available or could reasonably be reached. The adventurer must succeed at an Evade or Athletics check (modified as appropriate). If successful, the adventurer gains the circumstance benefits of the terrain and has engaged the opponent. The opponent may spend a CA as a reaction to deny the benefits of this action, making an opposed Evade or Athletics check (as suitable). If the opponent wins, the characters are now engaged but the adventurer does not get the advantageous position intended.
