Chemical Batteries, I need Help

Just got HG tonight and tore open to small ship design (wanted to build me some fighters for a while now). And I got to this ...

I think I figured this out, but i"m not sure, tell me if I am right.

First part:
1 (I'm assuming its the tonnage of an sB fusion, which is 1.5 for sB, so I am not sure of this)
2000 (hours of idle)
1000 (ratio of how much less power you get when you're actively doing stuff, again, not sure)

Second part:
2 (assuming its the base cost of the sB plant, which is actually 3.5, so again, not sure)
2000/1000 (see above)
4 (costs 4 times as much).

So are my assumptions correct that the example has typos or am I just missing something? I didn't want to put this in the eratta thread until I figured out whether or not I understand this or not.
