Campaign PL Question

Okay, I am new to trying out this campaign thing. I can see where we roll randomly for PL but there is nothing that I can see for the point level. I know certain scenarios set the point level, but some don't.

For those that don't, how do we tell what points to use?

All the possible scenarios in the campaign random table on page 81 have either fixed Fleet allocation points or use the random FA Point table on page 48.
